 Respected Sir/Madam,
                      
In view of current order /instructions by the Government regarding supply of  adequate cash for funding to rural areas in Branch Post Offices,  and also  an  email was sent by this on 14th Nov, 2016 & 15th  Nov, 2016,  that  withdrawals and deposits in Branch Post Office should be encouraged, so that public in rural areas get access to new currency notes..


With a view to facilitate this effort of the Government, the  SB order No.5 dated 21.06.2016,  Point No. 18 i.e., “ No BPM should accept cash deposit transaction for more than Rs. 25000/- in any account in a day. Instructions in this regard should issued by Circle/Regions and Divisions” is here by relaxed till  30th December, 2016. It is re iterated  that Cap for 25,000 /- has been lifted (upto 30th December, 2016).

இன்று (18.11.2016) தமிழக அஞ்சல் ஊழியர்  கூட்டுப் போராட்டக் குழு சார்பாக  சென்னை  CPMG  அலுவலகத்தின்  ஒரு பகுதியான அண்ணா சாலை தலைமை அஞ்சலக வளாகத்தில்  சுமார் 200 க்கும் மேற்பட்ட ஊழியர்கள் கலந்துகொண்ட  கண்டன ஆர்ப்பாட்டம் நடைபெற்றது . 

DEMONITIZATION  மற்றும்  ETAIL  டெலிவரி தொடர்பாக ,  ஞாயிறு மற்றும் விடுமுறை நாட்களில் பணி,  இரவு 08.00 மணி வரை COUNTER பணி , இரவு 12.00 மணிவரை இதர பணி , அதற்கான உரிய ஊதியம் வழங்காமை , அடிப்படை கட்டமைப்பு வசதிகள்  செய்து கொடுக்காத  நிலை , கள்ளநோட்டு  கண்டறியும் கருவி வழங்காதது ,  அப்படி வசதி இல்லாத அலுவலகங்களில் தவறி பெறப்படும் நோட்டுக்கள் வங்கிகளால் கண்டுபிடிக்கப்பட்டு நிராகரிக்கப்பட்டால்  அதன் இழப்பை  ஊழியர்கள் தலையில் கட்டுவது  என்பது போன்ற பிரச்சினைகளை முன் வைத்து இந்த ஆர்ப்பாட்டம் சிறப்பாக  நடைபெற்றது .

ஆர்ப்பாட்ட முடிவில் CPMG  அவர்களை சந்தித்து  TN  PJCA  சார்பில் கோரிக்கை மனு  அளித்து  பிரச்சினைகளை விவாதிக்கப்பட்டன. பிரச்சினைகள் விரைவில் தீர்க்கப்படாவிட்டால்  எதிர்வரும் 27.11.2016 ஞாயிறு பணி  புறக்கணிப்பு  தமிழகம் முழுவதும் நடைபெறும் என்றும் , அதன் பின்னரும் பிரச்சினைகள் தொடரும் எனில்  JCA  சார்பில் வேலை நிறுத்த நோட்டீஸ் அளித்து  அதன் மீது  வேலை நிறுத்தம்  நடத்தப்படும் என்றும்  ஊழியர் தரப்பில் தெரிவிக்கப்பட்டது .

CPMG  அவர்கள் ஊழியர் தரப்பின் பிரச்சினைகள் மீது உரிய கவனம் செலுத்துவதாகவும் ,  இலாக்கா முதல்வரிடம்  இந்த கோரிக்கை மனு மற்றும் பணிப் புறக்கணிப்பு   குறித்த செய்தி உடன் எடுத்துச் செல்வதாகவும்  உடன் பிரச்சினை தீர்த்திட ஆவன   செய்வதாகவும் உறுதி அளித்தார். மேலும்  இலாக்கா முதல்வரிடம் ஏற்கனவே  கள்ள நோட்டு கண்டறியும் கருவிகள் அனைத்து அலுவலகங்களுக்கும்  வழங்கிட  உரிய நிதி கோரியிருப்பதாகவும் உடன் இந்தப் பிரச்சினைக்கு தீர்க்கப்படும் என்றும்  உறுதி அளித்தார். 

ஏற்கனவே  ஒய்வு பெற்ற  ஊழியர்களை கோட்டங்களில் பணிக்கு அமர்த்திட  உத்திரவு  அளித்துள்ளதாகவும் ,  அதனை அமல் படுத்திட  உடன் நடவடிக்கை எடுப்பதாகவும்  தெரிவித்தார். 

ஞாயிறு  பணி  ரத்து செய்தல் ,'C' மற்றும் 'B' கிளாஸ் அலுவலகங்களில் நோட்டு மாற்றும் வேலை ரத்து , தினமும் 4.௦௦ மணியுடன் COUNTER பணி முடித்தல் , பணி பார்த்த ஊழியர்களுக்கு  பணப்பயன் வழங்குதல் உள்ளிட்ட பிரச்சினைகள் குறித்து உடனடியாக இலாக்கா முதல்வருடன் தொடர்பு கொண்டு  முடிவெடுப்பதாக தெரிவித்தார்.  இதர பிரச்சினைகள் குறித்து எதிர் வரும் 23.11.16 அன்று அன்று நடைபெற உள்ள  FOUR MONTHLY MEETINGன்  போது  முடிவுகள் தெரிவிப்பதாக  கூறினார்.  சந்திப்பு பயனுள்ளதாக அமைந்தது . உடன் பலன்களை எதிர் நோக்குவோம். இல்லையேல் போராட்ட வீச்சை  அதிகப் படுத்துவோம்,.

 1) GDS Committee will submit its report within few days. According to our observation, GDS committee report will be balanced expect Pay(wages).
 2) There may be some positive recommendation on Relaxation appointment,promotion & Trade Union facilities for the GDS Union.
 1)Regarding remuneration to Postal Staff and GDS, Postal Board will meet shortly and discuss the issue (remuneration). Let us hope for the best.
 2) The acceptance of cap for Rs.25000/- in B.Os has been lifted up to 30 th December 2016. An order issued by the Directorate today.
 3) In respect of the cadre restructuring of the RMS / SBCO and Circle Office, the file has been sent to DOP&T for further approval.
 4) MMS cadre restructuring : DOP&T approved the proposal. Now the file is with the Department of expenditure. It is expected that the Department of expenditure will clear the file at the end of this month.
 5)DEPARTMENTAL COUNCIL MEETING: It is expected to be held on 1 st December Formal notification expected soon.

Don't need ID copies to exchange old currency notes, says Reserve Bank of India

NEW DELHI: The Reserve Bank of India and head offices of most commercial banks have not asked banks to collect photocopies of customers' identities for exchange of old currency notes.
In an email to TOI , RBI said that its guidelines only require customers to present and show valid proof, the photocopies are not required. A senior official of the State Bank of India confirmed the same: "The bank only needs details and numbers on the requisition slip which the teller will match with entries in a document," he said.
Yet most bank branches, including several of SBI , have been insisting on photocopies, which has added to lengthening of queues at the branches. Some branches have offered to copy the document in the branch when customers turn up with only the original copy of their identity.
A few banks are having a dual approach. "While other banks might ask customers, coming to exchange money to submit photocopies, we are not doing so. For our bank customers we already have their KYC details, so there is no point in asking them for identification or proof again," said A Vidyasagar, COO, Lakshmi Vilas Bank. "For non-bank customers we do get photocopies, but we ask them to sign their names with date, purpose and bank branch," he added.
The gazette notification withdrawing the old high denomination notes from circulation issued on November 8 had said that people can exchange notes at any bank by submitting a requisition slip and proof of identity.

Sub:   Non-settlement of long pending demands.
Sir,
            A meeting of PJCA comprising NFPE, FNPO, AIPEU-GDS & NUGDS was held at NFPE office North Avenue Post Office Building, New Delhi on 16th November, 2016 under the presidentship of Shri D. Theagarajan Secretary General FNPO. All General Secretaries of both the Federations participated in the meeting. After threadbare discussion the following resolution, programme of action and Charter of Demand was finalized.
RESOLUTION  
            Postal Joint Council of Action (PJCA), views with grave concern the totally negative attitude of the Central Government in settling the common demands of the Central Government employees including increase in minimum wage and fitment formula and other modifications sought for by the National Joint Council of Action (NJCA) and JCM (NC) staff side.
            This PJCA further notes that in the Postal department also due to the negative attitude of the Government and Postal administration long pending demands are remaining unsettled. None of the 7th CPC related demands of various cadres of Postal department are settled. Regularization of Gramin Dak Sevaks and grant of all benefits of regular employees on pro-rata basis is still pending. The New Pension Scheme (NPS) has created uncertainty among the employees recruited after 01.01.2004, about their pensionary benefits. Department has unilaterally issued orders for outsourcing booking and delivery of registered, speed post and express parcel post articles and engaging staff on each Sunday & holiday to deliver parcels of e-commerce companies . The task force committee recommendations are not yet dropped, no effective remedial measures are taken to streamline the functioning of CBS/CSI, revision of wages and payment of arrears of casual labourers from 01.01.2006 is still pending in many circles, more than 60000 vacancies in various cadres including promotional posts are remaining unfilled.  Now due to monetization Scheme more difficulties are being faced by the staff due to lack of proper infrastructure and engaging staff beyond duty hours. All the above issues are agitating the minds of the employees for a long time.
            The PJCA after reviewing the situation prevailing in the Postal department came to the unanimous conclusion that to settle the above issues, serious agitational programmes are to be launched. Accordingly the PJCA resolve to implement the following phased programme of action.
PROGRAMME OF ACTION
1. December-7th-2016      -Mass Demonstration in front of all offices and submission of resolution and Charter of Demands to Minister(C) and Secretary (Posts).
2. Submission of MemorandumSubmission of Memorandum to Minister by both Secretary Generals between 19th to 23 December, 2016 by meeting  personally..
3. PJCA Meeting   23rd December, 2016 Evening (Further course of action will be decided.)
CHARTER OF DEMANDS



1.    Settle the demands of various cadres of Postal department relating to 7th CPC recommendations submitted to Secretary, Posts in memorandum dated 08.12.2015.

2.    Implement cadre restructuring in all remaining cadres in the Department of Posts and settle the residual issues arising at implementation stage. Finalize RRs in MMS Cadres.  

3.    Grant Civil Servant status to Gramin Dak Sevaks and grant all benefits of departmental employees on pro-rata basis.

4.    Revision of wages and payment of arrears from 01.01.2006 to all casual, part-time, contingent and daily-rated mazdoors and regularization of services.

5.    Fill up all vacant posts in all cadres including promotional posts  and GDS.

6.    Conduct membership verification of Gramin Dak Sevaks and declare the result of the verification already conducted among departmental employees during 2015.

7.    Revision of OTA & OSA and fixation of norms for CRC/Speed post and Parcel in RMS and FMC  for Postman Cadre .

8.    Settle problems arising out of implementation of CSI and CBS.

9.    Grant of upgraded 3050 pay scale to Postmen w.e.f. 1.1.1996 as per Supreme Court Judgment.

10.  Withdraw “Very Good” bench mark condition for MACP and future increments and holding of DPCs timely..

11.  Grant of S D.A. & HCA to the Assam & NE & remove discrimination.

12.  Problems arisen out of demonetization Scheme and grant remuneration and off for extra duty and provide proper infrastructure including Fake Currency detecting Machine and Counting Machines.

13.  Stop Sunday/Holiday working completely.

14.   Discussion on     Memorandum of AIPSBCOEA.

15.  Declaration of Result of LGO & other LDCEs in remaining Circles.

16.  Finalization of Recruitment Rules of AAO Cadre in Postal Accounts.

17.  Repairing and Maintenance of Departmental Buildings.

Govt. allowed central staff to draw upto Rs 10 thousand in cash as advance salary

The government has allowed its Group C employees, including from PSUs, defence and railways, to get salaries up to Rs 10,000 in cash in advance which will be adjusted against their November salary. "It is expected that this will relief pressure on banks, - Economic Affairs Secretary Shaktikanta Das A number of measures also announced such as, Farmers may withdraw cash upto Rs 50 thousand

New Delhi, Nov 17 (PTI) With cash crunch following demonetisation impacting agri sector, the government today eased guidelines for farmers by allowing them to withdraw up to Rs 50,000 cash per week from bank.

Besides, it has also extended the deadline for payment of crop insurance premium by 15 days and permitted APMC-registered traders to withdraw up to Rs 50,000 per week.

This steps will ensure that sowing takes place adequately in the Rabi season and enough cash is available to the farmers to buy fertiliser, seeds and other inputs, Economic Affairs Secretary Shaktikanta Das told reporters here.

"The government has decided to permit the farmers to draw up to Rs 25,000 per week against the crop loan sanctioned and credited to their accounts, subject to the limits...and this will also apply to Kisan Credit Cards," he said.

These accounts have to be in the name of the concerned farmers, the accounts will have to be KYC compliant, Das said.

Besides, if the farmers receive payments either by way of cheques or RTGS into the bank accounts, they can withdraw up to Rs 25,000 per week, Das said.

Similarly, the registered traders with the Agricultural Produce Marketing Committee (APMC) markets also will be permitted to draw Rs 50,000 per week to meet various cash requirements like payment of wages to workers and other sundry expenses.

"So, this will facilitate smooth procurement process and help farmers to sell their produce without any difficulty," Das said.

Following the demonetisation of 500 and 1,000 rupee notes on November 8 by Prime Minister Narendra Modi, the government allowed withdrawal of up to Rs 24,000 per week per person through cheque and Rs 2,500 from ATMs

TN PJCA 2 Stage Programme of action announced.

அகில இந்திய  PJCA போராட்ட முடிவுக்கு முன்பு 
களம் இறங்கியது தமிழ் மாநில PJCA.

ரூ. 500/- மற்றும் ரூ. 1000/- WOS ரூபாய் நோட்டுக்கள் மாற்றுதல்  மற்றும் கணக்குகளில் டெபாசிட் செய்தல் குறித்து  மத்திய அரசின் முடிவினாலும் , இது  குறித்து  துறை அமைச்சரின் உத்திரவினாலும் ,  தொடர்ந்த இலாக்கா உத்திரவுகளாலும்  தினசரி  பல்வேறு பிரச்சினைகள் ஊழியர்களுக்கு எழுந்த வண்ணம் உள்ளன . 

மேலும்  ஞாயிறு , விடுமுறை தினங்களில் அனைத்து பகுதி ஊழியர்களும் பணிக்கு வர  உத்திரவிடப்படுகிறார்கள். அது போல இரவு 08.00 மணிவரை COUNTER பணியும் அதன்பின்னர் இரவு 11.00 மணிவரை CASH  CONVEYANCE , SUB A/C, TREASURY என பல்வேறாக பணி செய்திட நிர்பந்திக்கப்படுகிறார்கள்  
இதற்கு உரிய POLICE பாதுகாப்பு அளிப்பதில்லை. பல கோடிக்கணக்கான பண வைப்புக்கு எந்தவித பாதுகாப்பும் செய்வதில்லை. எழுத்தர்கள், தபால்காரர்கள், MTS , GDS , RMS என்று எல்லா  பகுதிகளிலும் பாதிப்பு !

எனவே இந்தக் கொடுமைகளுக்கு முடிவு கட்ட  உடனடியாக கீழே காணும் இரண்டு கட்ட போராட்டம் நடத்திடுவது என முடிவு எடுக்கப்பட்டுள்ளது.

1. எதிர்வரும் 18.11.2016 வெள்ளியன்று மாநிலம் தழுவிய அளவில் கருப்பு வண்ண கோரிக்கை அட்டை அணிந்து  அனைத்து  கோட்ட  நிர்வாக அலுவலகங்கள் முன்பாக  கண்டன ஆர்ப்பாட்டம் நடத்துவது.

2.அதே நாளில்  மாநிலத்  தலைமையகமான சென்னையில் CPMG அலுவலகம் முன்பாக சென்னை பெருநகரத்தின்  கோட்ட /கிளைகளை உள்ளடக்கி மாபெரும் ஆர்ப்பாட்டம்  நடத்துதல் . அன்றைய தினத்தில் CPMG அவர்களிடம் அனைத்து பகுதி கோரிக்கைகளையும் உள்ளடக்கி  கோரிக்கை மனு அளித்தல்.

3.இதன் அடிப்படையில் பிரச்சினை தீர்க்கப்படவில்லையானால் எதிர்வரும் 27.11.2016 ஞாயிறு  அன்று  தமிழகம் முழுதும் பணி  மறுப்புப் போராட்டம்  நடத்துவது.

4. மேலும் NFPE  COC  மற்றும்  FNPO COC  ஒன்று பட்ட போராட்ட முடிவும் எடுக்கப்பட்டுள்ளது. அடுத்த கட்டமாக கோரிக்கைகளை ஒன்று படுத்தி  சட்ட பூர்வமான நோட்டீஸ் அளித்து ஒரு வேலை நிறுத்தத்தை அறிவிப்பது  என்ற முடிவும் எடுக்கப்பட்டுள்ளது.

ஒன்று பட்ட போராட்டத்திற்கு நாம் வழி வகுப்போம்.

7th Pay Commission MACP Pay fixation

How to fix pay of central government employees on grant of MACP (Modified Assured Career Progression) on or after 1st January 2016?

MACP Scheme which was introduced on implementation of 6th Pay Commission by revising Annual Career Progression Scheme (ACP) is continued to be effective after implementation of 7th Pay Commission with following changes.1.  The benchmark for considering the grant of MACP to Central Government Employees has been increased. Earlier the benchmark recorded in APAR (Annual Performance Appraisal Report) as “Good” will be the minimum eligibility (Click here to checkout MACP before 7th Pay Commission). Now benchmark in APAR for grant of MACP after 7th Pay Commission has been revised to “Very Good”.

Accordingly, MACP OM dated 19.04.2009 has been modified by OM O.M. No.F.No.35034/3/2015-Estt.(D), dated 28.09.2016 as follows

“17. For grant of financial upgradation under the MACPS, the prescribed benchmark would be ‘Very Good’ for all the posts.”

2.  MACP prior to 7th Pay Commission implementation involves placement in the next grade pay in the grade pay hierarchy and 3% increment in Basic Pay (pay in pay band and grade pay).

After implementation of 7th Pay Commission, financial upgradation under MACP is granted by providing one increment in the existing pay level and placing to equal or next higher pay in the next higher level of pay matrix.

MACP Pay fixation after 7th Pay Commission Implementation as per OM dated 28.09.2016 and Rule 13 of 7th Pay Commission (Revised) Pay Rules 2016:

Illustration 1 : MACP on 1st August 2016:(Applicable to employees granted MACP between 2nd July and 1st January )

1. 7th Pay commission Pay of an employee is fixed as Rs. 34900 in Level 5 (as against grade pay of Rs. 2800 in 6th CPC Pay) as on 1st January 2016.

2. As on 1st July 2016, he will be entitled to annual increment. Therefore, his pay will be fixed as Rs. 35,900/- at Level 5 Index 8.

3. He is entitled to MACP as on 1st August 2016.

4. In this case, financial upgradation under MACP is granted as follows.

Step 1: Existing Pay of Employee which is in Index 8 of Level 5 will be provided with MACP Increment and therefore his pay will be placed in Level 5 – Index 9, viz., in 37,000/-

Step 2. Since there is no pay in the next level (level 6) which is equal to Rs. 37,000/-, the next higher basic pay in Level 6 is Rs. 37,600/- which is at Index 3 of Level 6.

The relevant portion of Pay Matrix is given below.

As per Rule 9 of 7th Pay commission Pay Rules 2016 the next date of annual increment in respect of this employee will be on 1st July 2017.

Illustration 2 : MACP on 1st March 2016:(Applicable to employees granted MACP between 2nd January and 1st July )

1. 7th Pay commission Pay of an employee is fixed as Rs. 55,200/- in Index 6 Level 8 (as against grade pay of Rs. 4800 in 6th CPC Pay) as on 1st January 2016.

2. He is entitled to MACP as on 1st March 2016.

3. As per O.M. No.F.No.35034/3/2015-Estt.(D), dated 28.09.2016, recommendations of 7th Pay Commission on MACP takes effect from 25th July 2016.

4. (i) Hence, an employee who is granted financial upgradation under MACP in the year 2016 between 2nd January to 1st July, can have his/her MACP pay fixed in 7th CPC Pay Matrix only if he/she exercise the option under FR22(I) a(1) for fixation of pay from 1st January 2017 viz., the next date of his/her annual increment.

Note: As per FR 22 (I) (a) (1), central government employees have the option, to have their pay fixed from the date of promotion / MACP or from the date of next increment.

Note: As per Rule 9 of 7th Pay Commission Revised Pay Rules 2016,  An employee who is granted MACPS during the period between 2nd day of January, 2016 and 1st day of July, 2016, and who did not draw any increment on 1st day of July, 2016, the next increment shall accrue on 1st day of January, 2017

(ii) If an employee who is granted MACP in the year 2016 did not opt for moving his/her MACP pay fixation from the next date of increment i.e in January 2017, under FR 22 (I) (a) (1), he / she would end up with MACP Pay Fixation in pre-revised pay (6th CPC Pay) as on 1st March 2016 by exercising the option to defer the fixation 7th Pay Commission implemented pay until 1st March 2016 under Rule 5 of 7th Pay Commission Rules 2016.

(iii) Since, MACP in 7th Pay Commission Pay matrix takes effect from 25th July 2016, Employees who are granted financial upgradation under MACP from the year 2017, between 2nd January to 1st July, can have their pay fixed without exercising the option under FR22(I) a(1).

5. In this case, the most beneficial financial upgradation under MACP will be option chosen as detailed in 4 (i) above and the same is granted as follows.

Step 1: Grant of Annual increment of employee from 1st January 2017 will precede MACP fixation. Therefore, after annual increment his pay will be fixed at Rs. 56,900/- in the Index 7 Level 8.

Step 2: Then the employee will be provided with MACP Increment and therefore his pay will be placed at Rs. 58,600/ in Index 8 Level 8.

Step 3. Since there is no pay in the next level (level 9) which is equal to Rs. 58,600/-, the next higher basic pay in Index 5 Level 9 is Rs. 59,700/-. So, on MACP fixation the pay of employee will be fixed at Rs. 59,700/-.

As per Rule 9 of 7th Pay commission Pay Rules 2016 The next date of annual increment in respect of this employee will be on 1st January 2018.

Submission of Life Certificate for Pensioners extended to 15.1.2017

All Central Government Pensioners are required to submit Annual Life Certificate to their banks during in November. Due to withdrawal of legal tender of existing Rs.500 and Rs.1000 bank notes, Finance Ministry decided to extend the period of submission of Annual Life Certificate for Central Government Pensioners.

The last date for submission of the annual life certificate for the Government Pensioners which is to be submitted in November every year has been extended up to January 15, 2017.

The government is considering the proposal of using the indelible ink to process the exchange of WOS (Withdrawn Old Series) notes with new currency. The details of this will be communicated shortly; however in the meantime you may procure indelible ink and keep it ready for use by Post Offices which are exchanging notes.

Post offices see spurt in cash deposits by customers

There are 2.50 crore accounts, including savings accounts and recurring deposits, in Chennai region alone

In a bid to ease the inconvenience of customers waiting in queues, the Department of Posts has started operating most of its ATMs across the State. However, only those with postal accounts can withdraw money.

In the past four days since demonetisation was implemented, post offices across the State have made transactions to the tune of nearly Rs. 915 crore. Many people seemed to have found it convenient to deposit cash in post offices, going by the volume of deposits. Of the total cash transactions, nearly Rs. 772 crore has been deposited in the savings bank accounts.

Officials of the postal department said they have extended working hours of counters for exchanging currency, which are mostly Rs. 100 and Rs. 2,000 notes. On Sunday alone, nearly Rs. 63 crore worth currency notes were exchanged for lower denomination notes.

At present, the postal department is carrying out only banking transactions and even mail delivery has been suspended for two days on account of national holiday. People are exchanging Rs. 500 and Rs. 1,000 notes, which have lost their legal tender value, at nearly 2,600 head post offices and sub post offices across the State.

While some post offices exchange currency for the specified limit, some of them limit giving cash to Rs. 2,000 or Rs. 1,000 depending on the availability of cash reserve. J.T. Venkateswarulu, Postmaster General (mails and business development), said: “We want to serve all the customers who visit the post offices. We have started providing new Rs. 2,000 notes as well. The demonetisation move has also facilitated opening of new postal savings bank accounts by customers.”

There are nearly 2.50 crore accounts, including savings bank accounts and recurring deposits, in Chennai city region alone.

Of the 91 postal ATMs installed across the State, nearly 80 have started functioning. Chennai city region has nearly 20 ATMs to enable customers to withdraw money. The remaining will be operational in one or two days once adequate cash is loaded, he said.
